Bougainville - symbol de coque

I just bought this picture of Emery showing the aviso "Bougainville":

It's showing the dark recognition letters BL.
Were there any other ships of this class with two-letter hullmarkings (I haven't found any pictures in my collection)?
Am I right in assuming the numbers are in dark red and the picture was taken in 1940?
If so, at what time "Bougainville" was at Toulon in 1940?

La photo du Bougainville a été prise à Toulon en décembre 1939 quand ce bâtiment est rentré de Madagascar.
En 1941, le Dumont D'Urville porte un "D" rouge dans un premier temps puis blanc de la hauteur de la teugue.
Ceux sont les deux seuls bâtiments de cette série à avoir ce type de marques.
